01 · Banking & Lending

Bank Mortgage & Home Loan Valuation

Most Requested

Who needs this: Home loan borrowers, banks, co-operative banks, housing finance companies

The most critical valuation in lending: a bank-grade certified report that determines how much a financial institution can safely lend against a property. Er. B.P. Singh applies the "Only White Money" methodology — valuing only the component recoverable in an open-market, fully white-money transaction. This protects lenders from NPA risk caused by over-valuation, and has been the basis of his advocacy for Realizable Value (Market Value minus costs of sale, publicity, and brokerage). Every report includes a physical site visit, boundary verification using a magnetic compass, and photographs.

Documents Required

  • Sale / lease deed (with owner name, area, boundary details)
  • Owner identity proof (PAN / Aadhaar / Passport)
  • Property tax bill or electricity bill
  • Any existing allotment letter or share certificate
  • Layout plan or building plan (if available)

✓ Site Visit:Physical inspection by Er. B.P. Singh personally. Boundaries verified with magnetic compass. Site photographs included in every report.

02 · NPA & Recovery

SARFAESI / NPA Valuation

Core Expertise

Who needs this: Banks, Asset Reconstruction Companies (ARCs), Debt Recovery Tribunals (DRT)

Under SARFAESI Act 2002, financial institutions must obtain a fresh valuation before fixing the reserve price for sale under Rule 8(5) of the Security Interest (Enforcement) Rules 2002. This is one of the most specialised forms of valuation — requiring a clear distinction between Fair Market Value, Distress Sale Value, and Mortgage Value (white-money realizable value only). Er. B.P. Singh authored the definitive paper on this subject ("Mortgage Valuation After the Advent of SARFAESI Act, 2002", Indian Valuer, 2008) and has been quoted extensively in national media on how "symbolic possession" — not a legal term — leads banks to write off crores. He has appeared as expert valuer in Delhi High Court and DRT proceedings.

Documents Required

  • Possession notice (under Sec 13(4) of SARFAESI Act)
  • Original title deed / mortgage deed
  • Encumbrance / liabilities on property
  • Latest property tax or utility bills
  • Any prior valuation reports

✓ Site Visit:Mandatory physical inspection. Condition of the secured asset is documented with photographs. Adjacent property evidence gathered for comparable analysis.

03 · NRI Services

NRI Property Valuation

Delhi NCR Demand

Who needs this: Non-Resident Indians (NRIs) and Overseas Citizens of India (OCIs)

Properties owned by NRIs in Delhi-NCR require certified valuation for multiple purposes: sale and capital gains computation, inheritance / succession matters, NRI home loans from Indian banks, gift deed to relatives, or repatriation of funds. A physical site visit cannot be substituted by photographs or Google Maps — the condition, boundaries, encroachments, and market micro-conditions must be assessed in person. Er. B.P. Singh’s firm is a MSME valuation service exporter with experience serving European and transnational clients; reports are prepared in a format accepted by Indian banks, FEMA authorities, and international embassies.

Documents Required

  • Title deed / sale deed or allotment letter
  • NRI/OCI status document (passport copy)
  • PAN card (or application acknowledgement)
  • Power of Attorney (if signed by representative)
  • Property tax receipt (latest)

✓ Site Visit:Er. B.P. Singh visits the property on behalf of the NRI client. Photographs and video documentation available. Report delivered digitally for overseas use.

04 · Visa & Immigration

Visa / Net Worth Certificate Valuation

Fast Turnaround

Who needs this: Visa applicants (USA, UK, Canada, Schengen), immigration applicants, embassy submissions

Embassies and immigration authorities require a certified government-approved property valuation as part of net worth or proof-of-funds documentation. The valuation must be on official letterhead, signed by a registered government-approved valuer, and in some cases must reference specific property details that match title documents exactly. Er. B.P. Singh is registered under the Black Money Act 2015 (Sec 77(1)) — one of the rare valuers with this specific registration — making his reports especially credible for international compliance purposes. Typically turnaround within 2–3 working days.

Documents Required

  • Property title deed or index copy
  • Owner identity proof (Aadhaar / PAN / Passport)
  • Purpose letter (visa type and country)
  • Electricity bill or property tax (address verification)
  • Self-declaration of value (if documents in regional language)

✓ Site Visit:Full physical site visit. Embassy-accepted format with valuer seal, IBBI registration number, and physical boundaries documented.

Capital Gains Tax Valuation

CBDT Empanelled

Who needs this: Property sellers, income tax assessees, chartered accountants, CBDT matters

When a property is sold, capital gains tax is computed on the difference between sale consideration and cost of acquisition (indexed). For properties acquired before April 2001, the "Fair Market Value as on 01.04.2001" must be certified by a registered valuer for Section 55(2)(b) of the Income Tax Act. Er. B.P. Singh is registered under Income Tax Act 1961 (Sec 132) and has been empanelled with CBDT. Reports are prepared in the format accepted by Assessing Officers and the Income Tax Appellate Tribunal. Also covers valuations for gift tax, wealth tax, and section 50C disputes.

Documents Required

  • Original purchase deed (with cost price)
  • Current / recent sale agreement or circle rate details
  • PAN card of owner
  • Property improvement records (if any)
  • Previous valuation report (if any, for cross-reference)

✓ Site Visit:Physical inspection documents current condition and improvements, which directly affect fair market value computation for tax purposes.

06 · Private & Family

Family Settlement / HNI Net Worth Valuation

Court-Ready Format

Who needs this: High-net-worth individuals (HNIs), families dividing assets, private lenders, wealth planners

Family partitions, gift deeds, succession matters, and private lending often require a neutral, certified property valuation to establish fair value among parties. Er. B.P. Singh’s reports are prepared in a court-ready format that can be submitted to family courts, civil courts, or used as the basis for registered documents. For HNIs, the firm provides comprehensive net worth valuation covering multiple properties across Delhi-NCR, with a consolidated report suitable for private banking, estate planning, or legal proceedings.

Documents Required

  • Title deeds for all properties to be valued
  • Mutation / khata / property records
  • Family tree or partition agreement draft (if available)
  • Identity proof of all parties
  • Court order (if court-directed valuation)

✓ Site Visit:Each property is physically inspected. Multi-property reports can be consolidated. Neutral, signed valuation for legal or documentation use.

07 · Legal & Judicial

Court / Legal / Arbitration Valuation

High Court Experience

Who needs this: Delhi High Court, Debt Recovery Tribunal (DRT), arbitration panels, divorce proceedings

Court-appointed and court-submitted valuation reports demand the highest standard of documentation, methodology disclosure, and professional independence. Er. B.P. Singh served as a valuation specialist at ITCOT Consultancy (a JV with ICICI, IDBI, IFCI) handling valuations for the Honourable High Court of Delhi, and has appeared as expert witness (PW-20) in CBI cases involving property valuation. His reports include full methodology statements — comparable transactions, income capitalisation or cost approach as applicable — and are structured to withstand cross-examination by opposing counsel.

Documents Required

  • Court order or tribunal notice specifying the valuation requirement
  • Title documents / property records
  • Any existing valuation reports on record
  • Site plans or approved building plans
  • Evidence of encumbrances or disputes (if any)

✓ Site Visit:Mandatory personal site inspection. Photographs, boundary measurements, and condition notes form part of the report annexure submitted to the court.

Income Tax / CBDT / Search & Seizure Valuation

Sec 132 Registered

Who needs this: Income Tax Department, assessees under scrutiny, search & seizure cases (Sec 132)

Under Section 132 of the Income Tax Act 1961, when the IT Department conducts a search and seizure operation, an authorised registered valuer must be present or called upon to value immovable assets discovered. Er. B.P. Singh holds this specific registration (Sec 132, Income Tax Act 1961) — one of the most specialised credentials in property valuation. He has also been empanelled with CBDT for assessment-related valuations. Reports distinguish between fair market value, circle rate, and white-money realizable value — critical in black money investigations.

Documents Required

  • Income Tax notice / search authorisation (if applicable)
  • All title documents for properties to be valued
  • Circle rate data for the locality
  • Improvement/renovation records
  • Bank statements or transaction records (if court-directed)

✓ Site Visit:Physical inspection on notice or at short notice for search cases. Full methodology and value derivation documented in report.

09 · Insurance

Insurance / Reinstatement Valuation

Reinstatement Value

Who needs this: Insurance companies, property owners seeking home insurance, insurance claim disputes

Property insurance requires a Reinstatement Value (cost to rebuild from scratch at current construction costs) — a very different figure from market value or mortgage value. Under-insuring a property leaves owners exposed to shortfall claims; over-insuring wastes premium. Er. B.P. Singh prepares reinstatement cost valuations for home insurance, building insurance, and insurance claim assessments. The physical site visit is essential: construction quality, building materials, current condition, and remaining life of structure all determine reinstatement cost and depreciated replacement value.

Documents Required

  • Property documents (area, structure type)
  • Existing insurance policy (for renewal/claim)
  • Building plan or layout (if available)
  • Recent renovation or improvement records
  • Photographs (existing — not a substitute for site visit)

✓ Site Visit:Physical inspection documents construction type, material quality, floor area, number of floors, and current condition — all inputs for accurate reinstatement cost.

10 · NBFC & HFC

NBFC / Housing Finance Company (HFC) Valuation

LAP Specialist

Who needs this: NBFCs, housing finance companies, Loan Against Property (LAP) applicants

Non-Banking Financial Companies and Housing Finance Companies extend Loan Against Property (LAP) and other mortgage-backed products that require independent certified valuations. Unlike bank mortgage valuations, NBFC clients often have more complex structures — mixed-use properties, partly constructed assets, or properties with encumbrances. Er. B.P. Singh’s white-money realizable value methodology directly serves the risk-management needs of lenders: determining what the institution can actually recover in the open market in the event of default. Reports reference current circle rates, comparable market data, and physical condition.

Documents Required

  • Title deed / sale deed
  • Loan application / sanction letter (for LAP)
  • Property tax receipt
  • Encumbrance certificate
  • Owner identity and income documents

✓ Site Visit:Physical inspection assesses actual condition, encumbrances visible on site, and any deviations from approved plans — all affecting realizable value for the lender.
